The Division’s Environmental Data Analyst <br />evaluates and reports on the sampling data for various programs. <br />MANAGEMENT INFORMATION SERVICES (MIS) <br />The MIS section provides services for electronic data gathering, analysis, and reporting in <br />compliance with regulatory requirements and management functions. This section also maintains <br />the network communication linkages with the City of Eugene and supplies technical expertise <br />and assistance in the selection, operation, and modification of computer systems (hardware and <br />software) within the Division. <br />PROJECT MANAGEMENT <br />Management of wastewater system improvements and ongoing developments is carried out by <br />the Project Management staff. Activities include coordination of CIP activities with the City of <br />Springfield staff, problem-solving and action recommendations, project management, technical <br />research, coordination of activities related to renewal of the National Pollutant Discharge <br />Elimination System (NPDES) wastewater discharge permit, computer-aided design and <br />electronic storage of design drawings, and planning of projects to anticipate and prepare for new <br />regulatory and operational requirements. The Project Management staff develops Request for <br />Proposals and Request for Quotes, coordinates special project activities between work sections, <br />and coordinates the procurement of building permits as necessary in support of project activities. <br />PROGRAMS AND SIGNIFICANT SERVICE/EXPENDITURE CHANGES <br />In FY 18-19, Eugene staff will support the following major regional initiatives in addition to <br />ongoing operational activities. <br />Manage the O&M responsibilities of the NPDES permits for the treatment of wastewater <br />and the Lane Regional Air Protection Agency (LRAPA) air emissions permit for the <br />regional wastewater treatment plant. <br />Evaluate impacts of regulatory actions upon operational responsibilities such as the <br />federal sanitary sewer overflows (SSO), blending policy development, Willamette River <br />TMDLs implementation, and any newly adopted state water quality standards. <br />Provide technical input and O&M assessments related to proposed initiatives for <br />addressing TMDL compliance and renewable energy objectives. <br />Complete scheduled major rehabilitation, equipment replacement, and other capital <br />projects in an efficient and timely manner. <br />Work cooperatively on CIP elements and effectively integrate capital project work with <br />ongoing O&M activities with an emphasis on maintaining an effective CIP management <br />and coordination program with Springfield staff. <br />Manage the Operations & Maintenance (O&M) aspects of the Biocycle Farm, continuing <br />biosolids irrigation practices and poplar tree management. <br />Page 33FY 18-19 BUDGET AND CIP <br /> <br />
