Attachment D <br />RESOLUTION NO. _____ <br />A RESOLUTION APPROVING A PARKS SYSTEMS DEVELOPMENT <br />CHARGE CREDIT FOR MULTIPLE-UNIT HOUSING(CRESCENT <br />PLACE APARTMENTS) <br />The City Council of the City of Eugene finds that: <br />A. <br />Crescent Place Apartments (“Developer”) has received City approval to construct <br />a multiple family residential project consisting of 174 units on vacant land east of Coburg Road <br />on the north side of Crescent Avenue, an area within the boundaries of the city-recognized <br />Northeast Neighbors neighborhood association and identified as Assessor’s Map 17-03-16-23 <br />Tax Lots 5500, 5600, 5700 and 5800 (“Development”). <br />B. <br />Developer intends to make a monetary contribution to theCity tobe applied to the <br />cost ofcapital improvements for thedevelopment of Striker Field,located within the boundaries <br />of the city-recognized Northeast Neighbors neighborhood association. <br />C. <br />The development of Striker Field is included on a capital improvementplan <br />serving as a basis for expending systems development charge revenues, as described in <br />subsection (2) of Section7.715of the Eugene Code, 1971 (“EC”). <br />D. <br />Developer and theNortheast Neighbors neighborhood association have expressed <br />agreement that the development of Striker Field will mitigate one or more impacts resulting from <br />the Development,and partieshave requested City Council approval of the grant of aSystems <br />Development Charge (“SDC”) creditto Developerin exchange for Developer’s contribution <br />toward the development of Striker Field, consistent with EC 7.731. <br />NOW, THEREFORE, <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a <br />Municipal Corporation of the State of Oregon, asfollows: <br />Section 1. <br />The City Council agrees that the development of Striker Field will <br />mitigate impacts resulting from the Development. <br />Section 2. <br />Pursuant to EC 7.731(1)(d), the City Council approves the grant of acredit <br />against the ParksSDC applicable to the Development.
