While the Eugene Downtown Plan did not itself change plan <br />designations, it gave clear direction that those changes should take place to <br />encourage. the development envisioned by the Plan. . <br /> <br />In adop~g the Downtown Plan with the above quoted policy, the Eugene <br />City Council cited the TPR,specifica1ly OAR 660-0 12-0060(2)(a)-(d) which <br />requires measures to be taken if an amendment to a comprehensive Plan <br />significantly affects.a transportation facility and stated: . <br /> <br />"The Downtown Plan and relate.d code amendments will not <br />significantly affect a transportation facility since they do none of <br />the things described in (a)-(d), above.' <br /> <br />. Four street~ are proposed to be characterized as 'Great Streets'.: <br />Broadway, Willamette, Fifth Avenue and Eighth Avenue. The plan <br />proposes that design standards and guidelines be drafted for each <br />street to emphasize. pedestrian amenities, and to attract pedestrian <br />friendly development, in an effort to create a 'wa1ka~le' downtown. <br /> <br />No' change in the func.tional classific.ation of these streets is <br />intended to.result from this Plan. In addition, no changes are <br />proposed to ti)e standards that implement the functional <br />classification. system. The Plan does not, by its adoption, allow <br />types or levels of land uses which would result in inconsistencies <br />with the functional classification of a transportation facility, or <br />reduce the performance standards of the facility. <br /> <br />Therefore, the proposed refinement plan adoption is.consistent <br />with Statewide Planning Goal 12." <br /> <br />This site and area are subject to both the /TO Transit Oriented <br />Develop'ment Overlay Zone and the jND Nodal Development Overlay Zone. The <br />purpose of the jTDzone. states: <br /> <br />"The jTD Transit Oriented Development Overlay Zone is iritended <br />to promote the creation and retention of mixed land uses in areas <br />with high potential for enhanced transit and pedestrian activity. <br />Pedestrian cir~ulation and transit access are especially important <br />and have.increased emphasis in areas with the jTD overlay zon~. <br />The development standards 'are designed to encourage compact <br />urban growth, opportunities for increased choice of transport~tion <br />mode, reduced reliance on the autom.obile, and ~ safe and pleasant <br />pedestrian environment, by insuring an attractive streetscape, a <br />functional mix of complementary uses, and provision of amenities <br /> <br />Revised Findings Statewide Goal 12 .;.
