Continue efforts to keep the Eugene's and Springfield's central <br />business districts as vital centers of the metropolitan area." <br /> <br />It is noted~that Policy 5 of the Economic Element states: <br /> <br />. , <br /> <br />"Provide existing industrial activity sufficient to adjacent <br />land for future expansion.>> <br /> <br />There are no existing industrial activities in this immediate area. This <br />presently industrially zoned property is virtually surrounded by commercial <br />use and any industrial activity that.could take place on the property would not <br />have any possibility of future expansion. <br /> <br />(2) The . proposed zone change is consistent wit~ applicable <br />adopted refinement plans. In the. event of inconsistencies between <br />these plans and the Metro Plan,. the M~tro Plan controls. <br /> <br />The zone change is precisely consistent with the above quoted language <br />from the Eugene Downtown Plan directing that parking lots in the Plan area be <br />designated and rezoned to commercial use.' As explained apove, there is not an <br />inconsistency between the refinement plan and the Metro Plan. The refinement <br />plan is only a generalized depiction of land uses and the refinement plan text <br />clearly indicates the appropriate zone for the subject property. Finally,.the <br />Eugene Downtown Plan has been acknowledged to be consistent with the <br />Metro Plan. <br /> <br />Refinement plans to the Metro Plan include functional plans. The 1992 <br />Commercial Lands Study is such a functional plan. . Policy 2.0 states: <br /> <br />"Provide greater certainty re'garding the development of commercial <br />land by resolving major conflicts .between the Metro Plan <br />.designations and. local zoning of land. planned or.zo'ned for <br />commercial use." (111-3) <br /> <br />The proposed amendment to the Metro Plan diagram and change in zone <br />will resolve the conflict between the existing plan designation ~d zone' and the <br />specific direction of the recently adopted Eugene Downt()wn Plan. <br /> <br />Policy 11.0 of the Commercial L.ands Study states: <br /> <br />"Promote neighborhood-oriented commercial facilities and <br />community commercial areas rather than additional major retail <br />cen ters." <br /> <br />WRITTEN STATEMENT IN SUPPORT OF ZONE CHANGE.
