<br />/-/" <br />/' <br /> <br />I,t- <br />.tII' <br /> <br />ill <br /> <br />II <br /> <br />Exhibit B <br /> <br />enhances the provision of the housing needs of the community by encouraging additional <br />housing opportunities based on nodal development principles. <br /> <br />Therefore, the proposed Metro Plan amendments are consistent with Statewide Planning <br />Goal10. <br /> <br />:Goa111 - Public Facilities and Services: To plan and develop a timely, orderly and <br />efficient arrangement of pub?ic facilities and services to serve as a framework <br />for urban and rural development. <br /> <br />The Downtown Plan area is located in the city limits and is served by pub~c facilities in <br />which the existing level of service is adequate to serve the needs of existing and future <br />development. Therefore, the proposed Metro Plan amendments are consistent with <br />Statewide Planning Goal 11. <br /> <br />Goal 12 - Transportation: To provide and encourage a safe, convenient and economic <br />transportation system. <br /> <br />Goal 12 is implemented through the Transportation Planning Rule (TPR, OAR 660-012). <br />The Eugene-Springfield Metropolitan Area Transportation Plan (TransPlan) provides the <br />regional policy fralilework through which the TPR is enacted at the local level. TransPlan <br />was acknowledged for compliance with Goal 12 in 2001. <br /> <br />Under the state TPR, a local government must provide a form of mitigation described in <br />OAR 660-012-0060(1) when the local government adopts amendments to land use <br />regulations which significantly affect a transportation facility. A land use regulation . <br />amendment "significantly affects a transportation facility" if it meets one of the following <br />four factors identified in 660-012-0060(2): <br /> <br />(a) Changes the functional classification of an existing or planned transportation <br />facility; <br /> <br />The proposed Metro Plan amendments.do n~t change. the functional classification of any <br />transportation facility. <br /> <br />(b) Changes standards implementing afunctional classification system; <br /> <br />The proposed Metro Plan amendments do not change the standards for implementing a <br />functional classification system. <br /> <br />(c) Allows types or levels of land uses which would result in levels of travel or access <br />which are inconsistent with the functional classification of a transportation <br />facility; or <br /> <br />Ordinance 1 Exhibit C - 5 <br />C:\Documents and Settings\cep1nxl\Local Settings\Temporary Internet Files\OLK238\Ordinance 1 _ <br />Findings - Exhibit C (0006S096-2).DOC <br />City Council Agenda page 143 <br />
