Therefore, the proposed Metro Plan amendments are consistent with <br />Statewide Planning Goal 11. <br /> <br />Goal 12 - Transportation: To provide and encourage a safe, convenient and economic <br />transportation system. <br /> <br />Goal 12 is implemented through the Transportation Planning Rule (TPR, OAR 660-012). <br />The Eugene-Springfield Metropolitan Area Transportation Plan (TransPlan) provides the <br />regional policy fralilework through which the TPR is enacted at the local level. TransPlan <br />was acknowledged for compliance with Goal 12 in 2001. <br /> <br />Under the state TPR, a local government must provide a form of mitigation described in <br />OAR 660-012-0060(1) when the local government adopts amendments to land use <br />regulations which significantly affect a transportation facility.
