<br />Planning Commission <br />September 15,2006 <br />Page 3 <br /> <br />a refinement plan on Metro Plan Diagram amendments (pp. 35-36, <br />staff report).] <br /> <br />Unlike the Commercial Lands Study, and similar to other refinement <br />plans (e.g., neighborhood refinement plans), the Eugene Downtown <br />Plan did deal comprehensively with land use and transportation issues <br />for a limited geographical area following, intense study of that area. <br />The Downtown Plan includes adopted policies, some very specific, <br />intended to guide land use in the plan area to reinforce downtown as a <br />strong regional center and as a cultural center and center of <br />community life. <br /> <br />Goal findings were made on all applicable Statewide Goals and the <br />Downtown Plan, including the specific policies that called for <br />redesignation of particular parcels, was found consistent with the <br />Statewide Goals. The issue now is only the mechanics of the change <br />in the diagram to comply with what the adopters of the refinement <br />plan found to be consistent with the Statewide Goals. <br /> <br />The findings of the City Council in adopting the Downtown Plan cited <br />the Transportation Planning Rule OAR 660-012-0060(2)(a)-(d) and <br />stated: <br /> <br />"The Downtown Plan and related code amendments will <br />not significantly affect a transportation facility since they <br />do none of the things described in (a)-(d), above. <br /> <br />Four streets are proposed to be characterized as 'Great <br />Streets': Broadway, Willamette, Fifth Avenue and Eighth <br />Avenue. The plan proposes that design standards and <br />guidelines be drafted for each street to emphasize <br />pedestrian amenities, and to attract pedestrian friendly <br />development, in an effort to create a 'walkable' downtown. <br /> <br />No change in the functional classification of these streets <br />is intended to result from this Plan. In addition, no <br />changes are proposed to the standards that implement the <br />functional classification . system. The Plan does not, by its <br />adoption, allow types or levels of land uses which would <br />result in inconsistencies with the functional classification <br />of a transportation facility, or reduce the performance <br />standards of the facility. <br />
