Criteria for Evaluating Metro Plan Amendment <br /> <br />, The criteria are: <br /> <br />EC 9. 7730(3)(a) The amendment must be consistent with the relevant statewide <br />planning goals adopted by the Land Conservation and Development Commission. . <br /> <br />EC 9.7730(3)(b) Adoption of the amendment must not make theMetro Plan <br />internally inconsistent. <br /> <br />A. EC 9.7730(a), the requirement that the. amendment be . <br />consistent with the relevant statewide planning goals is <br />addressed as follows: <br /> <br />Goal 1 - Citizen Involvement: To develop a citizen involvement program that <br />. insures the opportunity for citizens to be involved in allphases of the <br />pla'nning process. . <br /> <br />9 <br /> <br />The City has LCDC acknowledged provisions for citizen involvement <br />which insure the opportunity for citizens to be involved in all. phases of the <br />planning process and set out requirements for such involvement. ...The <br />application is subject to public notification artd hearing processes adopted by <br />the City of Eugene .in EC 9.7720 and 9. 7735 as modified by the Eugene City <br />Council underEC 9.7750(1), and in EC 9.7520. Th~ pr9posed amendment will <br />be considered at public hearing before the Eugene Planning Commission. <br />Notice of the Planning Commission. public. hearing will be published in the <br />Register-Guard and mailed to affected property owners, to owners and. <br />occupants of properties within 300 feet of properties, to persons who requested <br />notice and to the affected neighborhood associations. Following the <br />recommendation from the Planning Commission, the City Council will hold a <br />duly noticed public hearing to consider approval, modification or denial of the <br />proposed amendment. These processes afford ample opportunity for citiZen <br />involvement consistent with Goal 1. . <br /> <br />Goal 2 - Land Use Planning: To establish a land use planning process and <br />policy framework as a basis for all decision and actions related to use of <br />land and to assure an adequate factual base for such decisions and <br />actions. <br /> <br />This application to amend the Metro Plan Diagram is consistent with the <br />Plan amendment provisions fOUlid in the Metro Plan, as codified in the Eugene <br />Code. The Metro Plan is an acknowledged comprehensive plan, pursuant to <br />provisions specified by the Land Conservation and Development Commission. <br /> <br />This application, and process for reviewing the requested amendment, . <br />follows procedures outlined in the Eugene Code. The amendment, therefore, is <br />consistent with'Goal 2. <br /> <br />WRITI'~N STATEMENT IN SUPPORT OF THE METROPOLITAN PLAN AMENDMENT APPLICATION, <br />STATE OF OREGON MOTOR POOL SITE - 4 . <br />
