out that the bridge was the corridor by which the people in the north end of town accessed the existing <br />hospital. <br /> <br />Councilor Bettman stated that unless Resolution 4830 was pulled from the Consent Calendar, it would be <br />approved without discussion. She thanked Ms. Marston and others for presenting the many reasons why the <br />City should support the resolution. <br /> <br />Continuing, Councilor Bettman stated that there would be a public hearing on April 25 at 7:30 p.m. for the <br />community to give feedback to the City Council regarding the independent auditors' report (ICMA/PERF) <br />on the EPD. <br /> <br />Councilor Bettman thanked Mr. Conte and Ms. DeFazio for their work on the CAFHN standards. She <br />pointed out that one of the top priorities unanimously adopted by the council and the Mayor sought to <br />launch a neighborhoods initiative. She said three of the issues that were important to her were that urban <br />core neighborhoods were eroding, that parks in those neighborhoods were becoming less safe, and that the <br />City was seeing an erosion of the demand for downtown property because there was a ~liberal provision of <br />conditional use permits" allowing properties to change from residential to commercial and office uses. <br /> <br />Regarding the land swap offer, Councilor Bettman regretted that she had not asked for an appraisal of the <br />property that the McDougal Brothers would be left with when she had asked for the appraisal of the <br />property the City might gain. She felt the value of the property would dwarf the actual contribution they <br />had proposed to make to the City. <br /> <br />3. CONSENT CALENDAR <br /> <br /> A.
