<br />ATTACHMENT A <br /> <br />RESOLUTION NO. <br /> <br />A RESOLUTION CONCERNING THE CITY'S HISTORIC LOAN <br />PROGRAM; REPEALING RESOLUTION NO. 3440; ADOPTING A <br />NEW HISTORIC LOAN PROGRAM; AND PROVIDING AN <br />EFFECTIVE DATE. <br /> <br />The City Council of the City of Eugene finds that: <br /> <br />A. Recognizing the need to preserve and protect historic landmarks, the City first established <br /> <br />its Historic Landmark Preservation Policy in 1975 and has, since that time, provided financial assistance <br /> <br />to property owners in accordance with its adopted guidelines. <br /> <br />B. The most recent Guidelines for Reviewing Restoration Revolving Fund Loans were <br /> <br />approved and adopted by Council Resolution No. 3440 on November 5, 1980. Many changes have <br /> <br />occurred since that time in City and Federal regulations and the City's Historic Review Board has <br /> <br />recommended that the City Council repeal Resolution No. 3440 and the Guidelines adopted therein and <br /> <br />adopt new guidelines for the City's Historic Loan Program. The Historic Review Board has also <br /> <br />recommended that the City Council direct that future revisions to the Historic Loan Program Guidelines <br /> <br />be adopted by the City Manager in accordance with the provisions of Section 2.019 of the Eugene Code, <br /> <br />1971. <br /> <br />NOW, THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a Municipal <br /> <br />Corporation of the State of Oregon, as follows: <br /> <br />Section 1. Resolution No. 3440, adopted by the City Council on November 5, 1980, and the <br /> <br />Guidelines for Reviewing Restoration Revolving Fund Loan Applications adopted therein is repealed, as <br /> <br />of the effective date of this Resolution. <br /> <br />LICMOl2006 Council AgendasIM06ll27IS06ll272C.doc <br />
