Risks <br />Risk remains high for future appeals and legal challenges to our clear and objective criteria, both existing <br />and proposed. Future phases of Envision Eugene implementation, including the adoption of Phase 2 of <br />our new comprehensive plan and a parcel specific land use map, are also at the forefront of <br />Clear & Objective Housing: Approval Criteria Update remains either <br />unfinished or unsatisfactory to their interests. <br />Neighborhood livability, public health and safety, and natural resource protections are firmly embedded <br />in existing adopted policies, land use regulations, and the community vision expressed through the <br />Envision Eugene pillars. These values will be at the forefront of public discussion of proposed changes to <br />the clear and objective approval criteria for housing, especially for neighborhoods in the south hills and <br />near farmlands and natural areas. There is a risk that the balance of community interests could lean <br />toward changes to the clear and objective approval criteria that may not match the expectations of all <br />stakeholders. Securing broad support among varied stakeholders will be the core challenge of this <br />project. <br />To mitigate these risks, the project should be considered a high priority with adequate time, staff <br />resources, and funding allocated as soon as possible among competing priorities. The project should <br />also focus on the intersection of the need for housing and broader community interests. That will <br />require time and attention to exploring a range of options and daylighting tradeoffs and impacts for <br />diverse community values.
