Geographic Area <br />OAR 660-021-0030 directs cities to study lands <br />adjacent to, or nearby, the urban growth <br />boundary for suitability for inclusion within <br />urban reserves, according to established <br />priorities. land is defined as land that <br />lies wholly or partially within a quarter mile of <br />an urban growth boundary. <br />The urban reserves process will start with the <br />UGB expansion study area established for <br />Envision Eugene, which is at a minimum one <br />half mile from the UGB. All potential <br />expansion areas studied from 2012-2016 will <br />be included, such as the Russel Creek basin <br />(LCC basin), Bailey Hill/Gimpl Hill area, <br />Crest/Chambers area, and Greenhill/Willow <br />Creek (DAG Trust) area, in addition to lands in- <br />between these previously studied areas. <br />Without further study, it is unclear if this <br />initially-proposed area will be adequate to <br />needs. The Project Management Team (PMT) <br />may recommend changing the study area boundary to include more or less land, based on the land need <br />projections and consultant or DLCD recommendations. <br />Deliverables <br />Below is a list of summarized project deliverables.
