The sounding board will be comprised of representatives <br />of at least the following: <br />City of Eugene Human Rights Commission <br />City of Eugene Planning Commission <br />City of Eugene Sustainability Commission <br />Eugene Area Chamber of Commerce Local Government Affairs Council <br />Eugene Water and Electric Board <br />Housing Policy Board <br />Lane County Planning Commission <br />Lane County Transportation Advisory Committee <br />Lane Transit District Strategic Planning Committee <br />The Sounding Board is charged with communicating with the Project Management Team to: <br />Employ a metro area-wide perspective; <br />Provide advice, feedback, and critical review of policies and project ideas; <br />Provide advice and input on how best to reach community members and their topic-specific <br />constituencies; <br />Act as liaisons to the groups they represent, providing information and soliciting feedback to <br />keep them informed and engaged in the project. <br />Eugene Planning Commission and Lane County Planning Commission: <br />Review and provide input on the Public Involvement Plan and Project Charter <br />Eugene Planning Commission will approve the Public Involvement Plan <br />Receive updates and provide input on draft documents throughout the approximately 3-year <br />planning process <br />Make final recommendations to adopting bodies, Eugene City Council and Lane County Board of <br />Commissioners. <br />Eugene City Council & Lane County Board of Commissioners: <br />Review and provide input on the Public Involvement Plan and Project Charter <br />Receive updates and provide direction to the PMT throughout the 3-year planning process <br />Convene public hearings, consider the Planning Commission recommendations, and act to adopt <br />by the Ordinance the Urban Reserves proposal as spelled out in state statute. <br />Formal Adoption Process <br />Once the planning process runs its course, the draft proposal must be taken through the formal <br />adoption process. This engages the City Council, Lane County Board, and both the City and County <br />Planning Commissions. The following list includes those decision-making steps where a specific action <br />must be taken by a particular party: <br />1.Public Involvement Plan <br />FINAL ACTION: Eugene and Lane County Planning Commissions, Eugene City Council and Lane <br />County Board of Commissioners review, and Eugene Planning Commission, serving as the Citizen <br />Involvement Committee, approves plan. <br />11 | Page <br /> <br />
