Calvin Street, Leigh Street, Lydick Way, Pioneer Court, Satre Street, <br />Tomahawk Lane, and Western Drive <br />Project Description: This project consisted of rehabilitation of seven streets in the Harlow <br />Neighbors neighborhood in Council Ward 4. <br />Calvin Street from Western Drive to Harlow Road <br />· <br />Leigh Street from North End to Western Drive <br />· <br />Lydick Way from Tomahawk Lane to Harlow Road <br />· <br />Pioneer Court from Pioneer Pike to North End <br />· <br />Satre Street from Bailey Lane to Western Drive <br />· <br />Tomahawk Lane from Harlow Road to 580’ North of Harlow Road <br />· <br />Western Drive from Calvin Street to West End/Monroe Middle School <br />· <br />Treatment Methodology: <br />Calvin Street was rehabilitated by milling and repaving the top 2 inches of asphalt <br />· <br />surfacing. <br />Leigh Street, Lydick Way, and Tomahawk Ln were reconstructed by milling the existing <br />· <br />asphalt and using the milled material as a base that was then overlaid with new pavement. <br />Pioneer Court was rehabilitated by milling and repaving the top 3 inches of asphalt <br />· <br />surfacing. <br />Satre Street was reconstructed utilizing the ICTB process and was re-paved with a 4 inch <br />· <br />asphalt pavement surface. <br />Western Drive was rehabilitated utilizing a combination of methods including milling and <br />· <br />repaving, and reconstruction using in place recycled millings as a base course and <br />overlaying with a new pavement surface. <br />These streets are popular for walking to school. The intersection at Western and President <br />· <br />was reconfigured to create a safer, more visible crossing by reconstructing the sidewalk <br />ramps to comply with accessibility requirements, shortening the crossing distance, and <br />reducing the corner radius to slow traffic. <br />Costs: Total project costs, from all funding sources, are estimated at $1,146,274. <br />Preliminary Estimate based on Pavement <br />Management System (PMS) Surface Evaluation = $1,906,000 <br />$1,056,754 <br />Total Projected/Actual Bond Funds Used = <br />$859,246 <br />Difference = <br />The original budget anticipated traditional reconstruction of several of these streets. Due to the <br />existing materials, they were able to be rehabilitated rather than reconstructed, significantly <br />reducing the cost of the project. <br />Additional Sources of Funding: Local gas-tax for non-bond street paving, stormwater utility <br />funds, wastewater utility funds, and Public Works Maintenance operations funds. <br />Project Photos: <br />2017 Report to the SRRP Page 13 <br /> <br />
