A key difference between the City’s current rules and other jurisdictions is the requirement that driver
criminal background checks and driving histories are run through the Eugene Police Department’s
(EPD) records check system which includes access to our law enforcement databases. Most TNCs
conduct driver criminal background checks and driving histories through third party databases and many
cities accept these background checks as sufficient.
Another important aspect of the City running our own background check process is the ability to have an
up-to-date list of active drivers. This allows the city to be notified quickly by the DMV or EPD if an
active driver has a serious violation which would constitute the need to revoke their certification. While
TNCs typically allow municipalities to audit driver records, they do not generally provide a list of all
drivers to a city.
Medford, Oregon currently requires all TNC drivers to get a business license independent of their
application to the TNC (see Attachment B) – since they are considered independent contractors by
CĻĬƩǒğƩǤЊЍͲЋЉЊБͲ‘ƚƩƉ{ĻƭƭźƚƓΑLƷĻƒ5
