Several respondents requested that this administrative rule <br />require that the state laws and Eugene City Code provisions relating to social gaming as well as a <br />copy of this administrative rule, be conspicuously displayed in the room or enclosure where <br />social gaming takes place. <br /> <br />Findines. I find that providing players in social games access to the laws and regulations <br />governing such games will tend to prevent excessive losses, cheating, and improper play; and <br />will protect the public health, safety and welfare. In light of the above comment and the City <br />Manager's obligations under EC 93.872(1), I have added a provision to this administrative rule <br />requiring that the state laws and Eugene Code provisions relating to social gaming as well as a <br />copy of this administrative rule be conspicuously displayed in any room or enclosure where city <br />authorized social gaming takes place. <br /> <br />Comments Reauestine Problem Gambline Information and Help Lines Be Made Available <br />in City Reeulated Social Gamine Facilities. Lane County Problem Gambling Advisory <br />Committee requested that this administrative rule require that problem gambling information and <br />the numbers associated with problem gambling help lines be conspicuously displayed in the <br />room or enclosure where social gaming takes place, and be made available to players upon <br />request. <br /> <br />Findines. I find that providing players in social games access to problem gambling information <br />and the numbers associated with problem gambling help lines will tend to prevent excessive <br />losses and will protect the public health, safety and welfare. I have added a provision to this <br />administrative rule requiring that problem gambling information and the numbers associated <br />with problem gambling help lines be conspicuously displayed in any room or enclosure where <br />city authorized social gaming takes place, and be made available to players upon request. <br /> <br />Therefore, based on the above findings and the findings in Administrative Order No. 56- <br />06-04 which are adopted, Administrative Order No. 53-85-09 is repealed and Social Gaming <br />Administrative Rule R-3.872 is amended and adopted to provide: <br /> <br />SOCIAL GAMING ADMINISTRATIVE RULE R-3.872 <br /> <br />R-3.872-A <br /> <br />Definitions. For purposes of these rules, the following words and phrases mean: <br /> <br />Blind. A forced bet that must be placed into the pot by one or more players <br />before cards are dealt. <br /> <br />Button. A plastic disk or some other object used to indicate which player has the <br />deal.
