It provides, in relevant part that <br /> <br />"rezonings * * * shall be enacted to achieve the general purpose of this Chapter and shall not <br />be contrary to the public interest." <br /> <br />16 OAR 660-023-0 180(2)(c) provides, in relevant part: <br /> <br />"Local governments shall follow the requirements of [OAR 660-023-0180(4)] in deciding <br />whether to authorize the mining of a significant mineral or aggregate resource site[.]" <br /> <br />OAR 660-023-0180(7) provides, in relevant part: <br /> <br />"Local governments shall amend the comprehensive plan and land use regulations to include <br />procedures and requirements consistent with this rule for the consideration of PAPAs <br />concerning aggregate resources. Until such local regulations are adopted, the procedures and <br />requirements of this rule shall be directly applied to local government consideration of a <br />PAP A concerning mining authorization( .]" <br /> <br />Page 41 <br />
