ATTACHMENT B <br /> <br /> <br /> <br /> <br /> <br /> <br />Eugene Buildable Lands Scoping Options <br />December 4, 2006 <br /> <br />The supply and demand analyses components of a land inventory can be conducted separately or <br />together and still meet statewide planning goals and applicable Oregon Administrative Rules (OAR). <br />Options for consideration by the City in scoping a buildable lands inventory are briefly summarized <br />below: <br /> <br />1. Prepare Residential Lands Inventory Monitoring Report <br />The monitoring report gathers data on the total number of acres consumed and units and density of <br /> <br />housing and compares those results with the estimates and assumptions used in the RLS. <br />Issues: Does not consider commercial or industrial lands (CIBL study is not relevant to this option). <br />Timeframe: 3 months <br />Cost: $5 - $10K <br /> <br />2. Perform Residential Land Demand Analysis <br />Perform Residential Demand Analysis in compliance with OAR 660-009. <br />Issues: CIBL study does not include demand analysis. <br />Timeframe: 6 - 8 months <br />Cost: $20 - $30K <br /> <br />3. Perform Residential Buildable Lands Inventory and Supply Analysis <br />Perform City or Metro wide Residential Land Inventory to determine if there is a 20 year supply of <br />residential land remaining inside the UGB. <br />Issues: Does not consider commercial or industrial lands (CIBL study is not relevant to this option). <br />Timeframe: 6 - 8 months <br />Cost: $60 - $90K <br /> <br />4. Perform Commercial and Industrial Land Demand Analysis <br />Perform Commercial and Industrial Demand Analysis in compliance with OAR 660-009. <br />Issues: CIBL study does not include demand analysis. <br />Timeframe: 3 - 5 months <br />Cost: $20 - $30K <br /> <br />5. Perform Commercial and Industrial Buildable Land Inventory and Supply Analysis <br />Conduct Inventory of Commercial and Industrial Lands supply in compliance with OAR 660-009. <br />Issues: Evaluate land use data reviewed by City staff in support of CIBL study to determine value for <br />land supply analysis. <br />Timeframe: 8 - 10 months <br />Cost: $40 - $80K <br /> <br />
