<br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br /> <br />Work Session: Improvements to Roosevelt Boulevard to Improve its Functionality as an <br />East-West Arterial <br /> <br /> <br />Meeting Date: December 13, 2006 Agenda Item Number: B <br />Department: Public Works Staff Contact: Mark Schoening <br />www.eugene-or.gov Contact Telephone Number: 682-5243 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br />Roosevelt Boulevard is a minor arterial extending from Chambers Street/River Road to Terry Street. <br />City staff has evaluated two capital projects that would increase the functionality of Roosevelt <br />Boulevard as an east-west arterial. It is recommended that the council direct the City Manager to work <br />with the Oregon Department of Transportation (ODOT) to secure additional funding for the Highway 99 <br />– Barger to Washington project for the addition of a dual left turn lane from northbound Highway 99 to <br />westbound Roosevelt Boulevard. <br /> <br /> <br />BACKGROUND <br />At the City Council work session held on October 9, 2006 the City Council passed a motion to: <br /> <br />Direct the City Manager to schedule a work session before year’s end on the ways to improve the <br />functionality of Roosevelt Boulevard as an east-west arterial by moving the necessary projects <br />forward in a timely manner. <br /> <br />Also at the October 9 work session, the City Council was presented with information on the following <br />two projects that would improve the functionality of Roosevelt Boulevard as an east-west arterial: <br /> <br /> <br />1.The addition of a dual left turn lane from northbound Highway 99 to westbound Roosevelt <br />Boulevard. The existing single left turn lane operates at a level of service (LOS) F and at times <br />the left turn lane queue extends into the northbound through lane. ODOT currently has a safety <br />and preservation project programmed for Highway 99 between Barger Street and Washington <br />Street with construction anticipated in 2009. The current scope of the project does not include <br />the construction of a dual left turn at Roosevelt Boulevard. However, Engineering Division <br />staff has developed a conceptual design and preliminary cost estimate for the construction of a <br />dual left turn lane at Roosevelt Boulevard and provided this information to ODOT. <br /> <br /> <br />2.The extension of Roosevelt Boulevard west from its terminus at Terry Street through the Royal <br />Mixed-Use Center and north to the intersection of Avalon and Legacy Streets. The project <br />would create additional access between Roosevelt Boulevard and the rapidly developing Bethel <br />area.
