EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br /> Appointment to Lane Workforce Partnership Board <br /> <br />Meeting Date: June 27, 2005 Agenda Item Number: 2F <br />Department: City Manager's Office Staff Contact: Mary Walston <br />www. cl. eugene, or. us Contact Telephone Number: 682-5406 <br /> <br />ISSUE STATEMENT <br />This is an action item to appoint a member to the Lane Workforce Partnership Board of Directors. <br /> <br />BACKGROUND <br />When needed, interim appointments are made to various boards, committees, and commissions outside <br />of the regular annual recruitment process. Based on a recommendation from the Eugene Area Chamber <br />of Commerce, the Mayor nominates and the City Council appoints representatives to the Lane <br />Workforce Partnership Board of Directors. This intergovernmental body directs the operations of local <br />employment and training programs funded under the federal Job Training Partnership Act. It is a <br />private, nonprofit organization dedicated to providing job training and stay-in-school services to low- <br />income residents and dislocated workers throughout Lane County. Federal regulations require that the <br />City of Eugene seek nominations from a general purpose business organization. Residency within the <br />Eugene city limits is not required for consideration for appointment. <br /> <br />The by-laws of the organization call for a board of up to 15 members composed of persons representing <br />a number of stakeholders in local work force issues. This appointment is a new business representative <br />on the board. There are to be several requests for reappointment of current board members during the <br />annual recruitment process later this summer. <br /> <br />Based on the recommendation from the Chamber of Commerce, the Mayor nominates a candidate to the <br />City Council. The City Council votes on the nominee. <br /> <br />RELATED CITY POLICIES <br />No policy issues are related directly to consideration of this appointment. <br /> <br />COUNCIL OPTIONS <br />The City Council can vote to approve the nominee; it can also request additional information or <br />background on the applicant and delay the vote, or reject it entirely. <br /> <br />CITY MANAGER'S RECOMMENDATION <br />The City Manager recommends approval of the proposed nomination. <br /> <br /> L:\CMO\2005 Council Agendas\M050627\S0506272F.doc <br /> <br /> <br />
