June 30, 2018 <br />Mayor: Lucy Vinis <br />City Manager: John Ruiz <br />City Council Members <br />City Planning: Dan Lawler <br />Regarding the upcoming Public hearing on File Name: Moore M49 Claim <br />Property Location: 70 West 24 th Place (Portland Alley) <br />Property Owner: Elise Moore <br />My property abuts the alley lot in question. This lot was also offered to me to buy prior to Ms. <br />Moore buying the land. I chose not to buy the property because I did notwant to develop it. <br />At the time the property was for sale and when Ms. Moore purchased the property, the city <br />was looking at ways to increase the housing density within the current urban growth <br />boundaries. The city via public meetings, appealing to the Friendly Area Neighborhood group, <br />lots with additional housing units. At the time, there was not a limitation of size of the unit to <br />be 10% of the size of the lot. YearsafterMs. Moore purchased the property the city instituted <br />new regulations which greatly limited her option for the size of the structure she could build. <br />property or compensate her the lost value she has now en cured due to the city changing the <br />regulations...four years after she purchased the property. <br />The city needs to reconsider the limitations that have been placed on owners of alley <br />properties purchased prior to the 2014 regulation. <br />Thank you, <br />Mary L.
