City Manager Findings <br />in Consideration of Written Submissions <br />During the: fifteen -day comment period, the City received 103 written comments regarding the <br />proposed amendments to the Public Passenger Vehicle Administrative Rule R-3.345 ("proposed <br />Rule amendments"). Generally, 88 comments want rule amendments that will result in <br />Transportation Network Companies (TNCs), such as Uber and Lyft, doing business in Eugene, <br />and 15 comments either want the rules maintained as currently written or have concerns with <br />making specific changes to the rules. <br />A summary of the comments received, and findings addressing the comments, are set out below: <br />1. Comments uraina adoption of rules that are consistent with other cities in <br />Ore gon,such as Bend, Medford, Corvallis and Salem, including a letter from Uber and Lyft <br />statin j4 that, Eugene's rules "cannot facilitate the launch of rideshare iu Eu enc" because the <br />rules "are not in alignment with Medford's or with those of [Corvallis, Bend, Redmond and <br />Sa Many comments received want Eugene's rules changed so that they are consistent with <br />other cities throughout Oregon. These commenters did not identify specific rules that should be <br />changed. Additionally, the letter submitted by Uber and Lyft states that, because Eugene's rules <br />are not consistent with the regulations of cities of similar size to Eugene, neither company will <br />operate in Eugene; the letter did not identify specific rules that need to be changed for the <br />companies, to launch in Eugene. <br />Findings. As a result of these comments, the proposed Rules (which include both existing <br />rules and proposed rule amendments) are being changed to more closely align Eugene's Rules <br />with the regulations in Corvallis, Bend, Redmond, and Salem.
