No person may drive a vehicle -for -hire unless that person possesses a valid public passenger vehicle driver certification card. An applicant may be issued a driver certification card without any waiting period if the person's application is complete and includes documentation demonstrating that the applicant has been hired by a vehicle -for - hire company after undergoing a criminal background check in accordance with the vehicle -for -hire company's criminal background check procedures. For purposes of this section, "hired by a vehicle -for -.hare company" means a driver employed by, contracting with, or otherwise affiliated with the vehicle -for -hire company. The proposed Rule amendments state: "An application for a driver certification card will be denied, or an issued driver certification card revolved, in accordance with EC 3.0511." Based on EC 3.315(2) and the proposed Rule amendments, all PPV drivers will be subject to a criminal. background check conducted by EPD. That background check will either be conducted before the City issues a driver certification card or, if the applicant passed the vehicle -for -hire company's criminal background check, after the City issues a driver certification card.
