9. Comment regarding concern that a vehicle inspection be conducted at the <br />initial public prssenger vehicle driver certification, and annuafly thereafter, <br />Findings. The purpose of the City's permitting process is to ensure the safety and <br />reliability of public transportation. The proposed rules require that all public passenger vehicle <br />drivers obtain a certification issued by the City. The process of obtaining a driver certification <br />includes verifying that the vehicle has been inspected at a commercial automobile garage. No, <br />changes are being made to the proposed Rule amendments as a rule of this comment. <br />1.0. Comments regarding concern for subsidized fares or the use of njt4atory <br />ricin <br />Findings. The City does not regulate PPV fares. The Rules are focused on safe, <br />reliable transportation for passengers. Eugene Code 3,345(3) requires that the actual fare charged <br />by a vehicle-J.'or-hire not exceed the higher of the meter calculated rate, including authorized and <br />posted surcharges, or the minimum fare as posted on the interior or exterior of the vehicle, or the <br />smartphone application calculated rate, including displayed and passenger -confirmed surcharges. <br />No changes are being made to the proposed Rule amendments as a result of these comments. <br />11. Comment regarding the difference between hailable and non-hailable <br />jnsurancejtqHjjj!p.tnts. One comment received stated that the difference in insurance mandates <br />for hailable and noon-hailable vehicles is unfair to companies with hailable vehicles. <br />Findings. Unlike non-hailable vehicles, bailable vehicles, which can be immediately <br />summoned by a passenger without the use of any dispatch, do not operate in different operating <br />periods. Thus, bailable vehicles cannot have tiers of insurance based upon the applicable operating <br />period. Because of the operational difference between bailable and non-hailable vehicles, <br />insurance requirements recognizing the difference is warranted.
