Exhibit B ATTACHMENT B <br />OAR 660-023- <br />Skinner Butte has long been recognized and valued in the community for its aesthetic appearance, <br />which is evidenced by the adoption of the Skinner Butte Height Limitation Area in 1968. Notably, this <br />pre-dates the adoption of Statewide Planning Goal 5 in December 1974. Section 9.6715(1) of the <br />landmarks have scenic attributes that are of value to the community as a whole. To protect views to <br />and from these landmarks, special limitations on building height are established on and around <br /> <br />For the reasons detailed below, the ordinance does not allow uses that could conflict with the scenic <br />qualities of Skinner Butte. <br />The ordinance has been written in a way to permit one unique sign restricted to one identified <br />property to minimize visual barriers to Skinner Butte. The ordinance contains the following to <br />minimize visual barriers: <br />1.The sign may not exceed 200 square feet in sign area for one face and 400 square feet in area <br />for 2 or more faces. <br />2.Not more than 50 percent of the sign area shall be comprised of solid or opaque material. <br />3.The sign shall not exceed the height limitations in Eugene Code 9.6715(3) or 530 feet in <br />elevation above mean sea level, whichever is higher. <br />4.The sign shall be mounted no more than 15 feet above the surface of the roof or parapet wall <br />at the sign location. <br />5.The sign must be constructed in accordance with the requirements of the State of Oregon <br />Structural Specialty Code. <br />Given these design parameters and the distance between the subject property and Skinner Butte, the <br />potential impact to the views to and from the butte is minimal. The Gordon Hotel Sign Ordinance <br />does not conflict with the scenic value of the butte or the viewing of its prominent and plentiful <br />vegetation, and therefore does not allow new uses that could be conflicting uses with a significant <br />Goal 5 resource site. <br />The ordinance is consistent with Statewide Planning Goal 5. <br />Goal 6 - Air, Water and land Resource Quality. To maintain and improve the quality of the air, water <br />and land resources of the state. <br />Goal 6 addresses waste and process discharges from development, and is aimed at protecting air, <br />water and land from impacts from those discharges. The ordinance does <br />to provide for clean air, water or land resources. Therefore, Statewide Planning Goal 6 does not <br />apply. <br />Goal 7 - Areas Subject to Natural Disasters and Hazards.
