David Sonichsen, 2435 Skyline Boulevard, thanked the mayor for mentioning the talking stones <br />in Alton Baker Park that had been recently installed in Alton Baker Park. The stone have <br />Calapooya Indian names for the area written on them. <br /> <br />Kevin Matthews, Friends of Eugene, no address given, urged the council not to move forward <br />with approval of the Royal Avenue Node. He said it was contrary to the objectives of nodal <br />development. He acknowledged that a lot of good staff work had gone into the node but <br />stressed that this could overcome the fact that proposed development would cover wetlands and <br />traditional farmland. <br /> <br />Speaking to election of council officers, Mr. Matthews urged the council to keep its system of <br />rotation rather than coming up with a new system. <br /> <br />Kevin Clark, no address given, expressed his hope that the new governor might have some <br />influence on the State legislature regarding putting children first. <br /> <br />Nick Urhausen, 2858 Warren Street, expressed his hope that the new councilors would work <br />hard to represent the people in the wards that elected them. <br /> <br />Mr. Urhausen raised concern that the council was chasing business away from Eugene. <br /> <br />In response to a question from Mayor Torrey regarding when an answer could be delivered to Ms. <br />Fischer's group, City Manager Carlson said the staff report would not go to the Budget <br />Committee until April. <br /> <br />Councilor Pap8 thanked Ms. Fischer for coming to the forum. He also thanked Commissioner <br />Green for speaking in support of changing Centennial Drive to Martin Luther King Boulevard. <br /> <br />Councilor Bettman thanked Commissioner Green for his comments. <br /> <br />Councilor Kelly thanked Ms. Fischer for reminding the council of its obligation. He also thanked <br />Commissioner Green for his efforts in renaming Centennial Boulevard. He thanked Mr. <br />Sonnichsen and his committee for their efforts. <br /> <br />II.ACTION: Election of City Council Officers for 2003 <br /> <br />Councilor Kelly expressed his hope that the votes for council officers would be unanimous. <br /> <br /> Councilor Kelly, seconded by Councilor Taylor, moved to appoint Councilor <br /> Bettman as Council Vice President. Roll call vote; the motion failed, 5:3; <br /> councilors Kelly, Taylor, and Bettman voting in favor. <br /> <br />Councilor Bettman said she would prefer not to be in the center of a debate over council officers <br />but stressed the importance of giving the people in the community the reassurance that their <br />elected officials would conduct themselves in a "civil manner." She said the election of council <br />officers was not a personality contest but was an issue of inclusiveness.
