Councilor Kelly thanked those who testified. He said a living wage standard could have triggers in its implementation that would allow for hard economic times. He suggested that a living wage standard could be approved and then implemented in a future year. Addressing the issue of conflict of interest, Councilor Kelly said there had been a letter submitted from a legal agency which opined that there was an actual conflict of interest and urged the City Manager to check into the matter before the Wednesday work session. Regarding a living wage, Councilor Taylor said the principal should be adopted and then implemented as it became possible. She said the argument that there was no extra money in the budget was not applicable since there was no excuse for approving the standard in principal and implementing it later. Councilors Bettman and Kelly noted previously submitted minutes corrections. Roll call vote; the motion passed unanimously. Mayor Torrey adjourned the meeting of the Eugene City Council and convened a meeting of the Urban Renewal Agency of the City of Eugene.
