Councilor Kelly thanked those who testified. He said a living wage standard could have triggers in <br />its implementation that would allow for hard economic times. He suggested that a living wage <br />standard could be approved and then implemented in a future year. <br /> <br />Addressing the issue of conflict of interest, Councilor Kelly said there had been a letter submitted <br />from a legal agency which opined that there was an actual conflict of interest and urged the City <br />Manager to check into the matter before the Wednesday work session. <br /> <br />Regarding a living wage, Councilor Taylor said the principal should be adopted and then <br />implemented as it became possible. She said the argument that there was no extra money in the <br />budget was not applicable since there was no excuse for approving the standard in principal and <br />implementing it later. <br /> <br />II.CONSENT CALENDAR <br /> <br /> A.
