MINUTES <br /> <br /> Eugene City Council <br /> Goal Setting and Strategic Planning Session <br /> Downtown ^thletic Club - Sunset Room <br /> <br /> February 8, 2003 <br /> 9a.m. <br /> <br />COUNCILORS PRESENT: Betty Taylor, David Kelly, Nancy Nathanson, Scott Meisner, Gary <br /> Pap~, Bonny Bettman, George Poling, Jennifer Solomon. <br /> <br />Mayor James D. Torrey called the meeting of the City Council to order and asked City Manager <br />pro rem Jim Carlson to make introductory remarks. Mr. Carlson introduced Sue Diciple, who <br />served as the meeting facilitator. <br /> <br />Mr. Carlson provided a review of the previous set of goals and the accomplishments toward <br />those in the last two years. <br /> <br />Jan Bohman of the City Manager's Office discussed the results of the annual Community Survey <br />and noted changes in the methodology this year and changes in the data on key elements from <br />year to year. <br /> <br /> Mr. Croteau then provided an overview of the Eugene Trends 2003 report, which highlighted key <br /> indicators of social and economic in the Eugene community. <br /> <br />The councilors and mayor then discussed their reactions to and impression from the various <br />reports provided by staff. These are listed below in Section A, Environmental Scan <br />Mayor/Council Comments. <br /> <br />A. ENVIRONMENTAL SCAN - MayodCouncilor Comments <br /> <br /> · Interrelationship of area municipalities; <br /> All impact each other. <br /> Implications for planning. <br /> Needed: Regional scans, solutions, strategies. <br /> · K-12 education; <br /> Shod-term quality. <br /> Long-term economic issue. <br /> · Questions about City costs for people not residents of Eugene; <br /> How many City employees/non residents. <br /> Audit for information. <br /> · Need to align goals/strategies with issues and trends; <br /> Changing demographics impact planning. <br /> · Need more broad thinking about housing types. <br /> · High percentage of homeless, and service agencies, in small area. <br /> How to mitigate/share impacts. <br /> · Erosion of local control and home rule. <br /> · Measure 28 cuts; <br />MINUTES: Eugene City Council February 8, 2003 Page l <br /> Goals Setting and Strategic Planning Session <br /> <br /> <br />
