on all eight of the proposed nodal development areas. The council was now considering the <br />recommendations. The council could vote against the plan designation and zoning. It could <br />direct the manager not to schedule additional public hearings. She noted that there were three <br />more hearings on proposed nodes scheduled before the council. <br /> <br /> Roll call vote; the motion passed unanimously, 8:0. <br /> <br />Mayor Torrey called for council comments on the testimony received regarding the Walnut Street <br />Station Nodal Development Area plan amendments and overlay zoning proposals. <br /> <br />Councilor Poling thanked and commended the residents on the work they had done and the <br />educated testimony they offered. He said the neighborhood in question was lovely. He was <br />happy to see the improvements being initiated by residents to their properties. He said that the <br />nodal development overlay zone did not work in this area because it was already developed. To <br />attempt to apply the one-size-fits-all, restrictive zone to this area would be a mistake. He favored <br />nodal development but said that it must be done carefully, he hoped that the changes would lead <br />to more progress. <br /> <br />Councilor Poling said he had not heard Councilor Solomon say she was opposed to nodal <br />development, but that the City should slow the process. He agreed with that. <br /> <br />Councilor Poling asked if the council could direct the staff to change the boundary for the <br />proposed node at this point.
