Willow Ann Rose, 1188 Beebe Lane, said culture reflected values. She questioned whether the <br />council wanted an elitist city or an inclusive one. <br /> <br />Allan Saporin, 2412 Malabar Drive, said racism was a complex issue. He said Dr. King was the <br />greatest American who ever lived and urged the council to follow the desires of Eugene's African- <br />American community. <br /> <br />Paul Conte, 1461 West 10th Avenue, urged the council to delay its consideration of the expanded <br />Multi-Unit Property Tax Exemption district boundaries until affected neighborhoods had the time to <br />review the staff proposal. He noted that, less than four weeks previously, the Jefferson/Westside <br />neighborhood had received seriously inaccurate information by City staff which prevented the <br />association from taking action in a timely fashion. <br /> <br />Mayor Torrey closed the public forum and asked for council comments. <br /> <br />Councilor Pap~ reiterated Mr. Hinkley's comments on too many public hearings being scheduled at <br />the same meeting. He said the council needed to work harder on not crowding agendas. <br /> <br />Councilor Kelly thanked those who testified. He said he was overwhelmed by the testimony and <br />perceptiveness of Eugene citizens. He called for a staff report on the police response to the Bikes <br />Not Bombs bike ride. <br /> <br />Councilor Bettman thanked those who testified. She particularly thanked those who she said had <br />attempted to stir the council out of its complacency. <br /> <br />II.CONSENT CALENDAR <br /> <br /> A.
