She requested the reason for deleting the word "actual" before "emergency" in <br />Section 1.04. She asked if "emergency" in this context was defined anywhere. <br /> <br />Mr. Kelly suggested that Section 2.10 be modified to indicate that the city manager had the <br />opportunity to add items to a council agenda.
