<br /> <br /> September 10, 2018, Work Session – Item 3 <br /> <br />Elements to consider in developing a draft ordinance as directed by the council motion include: <br />• The Design Standards and Guidelines for Eugene Streets, Sidewalks, Bikeways and <br />Accessways, is consistent with the council’s vision regarding Complete Streets and Vision Zero. <br />• New development is paying its full share for street improvements under the existing Land Use Code and consistent with the United States and Oregon Constitutions. <br />• Street improvements are programmed through the Six-Year Capital Improvement Plan as recommended by the City Manager and adopted by the City Council. <br />• Arterial and collector streets provide for through travel that connect major destinations such as employment centers, parks, schools, and commercial and industrial areas. <br />• Local streets primarily provide access to property. <br />• Arterial and collector street improvements may be funded by transportation system development charges and federal funds allocated by the Metropolitan Planning Organization. <br />• Jurisdictional transfer of County Roads from the County to the City should be contingent upon the roads being fully improved to urban standards and in good repair. <br />• A subdivision of 20 single-family residences and a 30 unit multi-family residential development will generate approximately the same number of new vehicular trips (approximately 190 average daily trips). <br />RELATED CITY POLICIES Municipal Charter – Chapter IX – Public Improvements, Section 37.
