MINUTES – Eugene City Council Meeting July 9, 2018 Page 6 Council Discussion • Information requested about how businesses opt-in and if they are required to be smoke-free before opting-in. • It will be beneficial to create a more pleasant downtown while allowing businesses whose model relies on having a place for their patrons to smoke to opt-out. • Concerns expressed about treating downtown different than the rest of the city. • There will be pockets of really smoky spots if some businesses opt-out. • Favor total prohibition of smoking, but this is a good compromise and a move in the right direction to protect public health. MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to direct the City Manager to move forward with the July 16, 2018, public hearing on an Ordinance Concerning the Prohibition of Smoking on Public Right-of-way Adjacent to Opted-In Properties; the Prohibition of Smoking Within the Downtown Core and Allowing for Properties to Opt-Out; and Amending Section 6.230 of the Eugene Code, 1971.
