September 10, 2018, Meeting – Item 3
The applicant submitted correspondence from the Northeast Neighbors expressing support for the proposed street name change. No other public testimony has been received. Any additional written testimony received prior to close of the public record will be forwarded to City Council for consideration.
Applicable Criteria The City Council by ordinance shall rename a street or highway in accordance with the recommendation of the Planning Commission, or by resolution shall reject the recommendation. The following approval criterion from the Eugene Code (EC 9.8485) is applicable in making a decision on the proposed street name change:
The planning commission shall recommend, and the city council shall approve an application for
a street name change upon determining that a proposed renaming is in the best interest of the
city.
Consistent with Eugene Code requirements, a Planning Commission public hearing was held on July 10, 2018. Subsequently, the Planning Commission voted unanimously to recommend approval of the street name change. The applicant’s written narrative lists the following reasons as evidence in support of the proposed street name change: • Eliminates confusion with Suzanne Way changing names on a curve as it merges with Tennyson Avenue. • Improved emergency response to existing and future apartments and businesses located on Tennyson Avenue as shortest route will not include a very short segment called Suzanne Way. • Better visibility for motorists, bicyclists, and transit users to access Tennyson Avenue directly from Crescent Avenue. • There are no existing addresses assigned to this portion of Suzanne Way and thus no adverse impacts to existing residents or businesses. • The narrow, private street called Suzanne Way between Crescent Avenue and Chad Drive will remain the same—no existing Suzanne Way addresses will be impacted. The private street is designed for local traffic and will be further differentiated from Tennyson Avenue—a public street.
City of Eugene Public Works responded with no comment regarding the proposal. No other agencies, including the Eugene/Springfield Fire Department, provided comments on the proposed street name change.
Findings addressing the applicable Eugene Code criterion are provided as an attachment to the Draft Ordinance contained in Attachment B.
