MINUTES – Eugene City Council July 18, 2018 Page 1 Work Session M I N U T E S Eugene City Council Harris Hall, 125 East 8th Avenue Eugene, Oregon 97401 July 18, 2018 12:00 p.m. Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka (via phone), Jennifer Yeh, Mike Clark, Greg Evans, Chris Pyror Councilors Present: Claire Syrett Mayor Vinis opened the July 18, 2018, Work Session of the Eugene City Council. 1. WORK SESSION: Community Justice System Update Assistant City Manager Kristie Hammitt, Project Manager Kevin Altucker, and Dr. Gary Manross from Strategic Research Institute provided a community justice update including an overview of the timeline, survey results, and request for Council input. Council Discussion • Clarification requested about who made the survey calls and how the surveys are conducted. • It would be helpful if the answers and information collected could be broken down by ward. • Important to be able to use data to show how the city is addressing different neighborhood issues in different areas. • Clarify if there is a different standard about what “safe” is in different parts of the community. • Suggest having a conversation about a funding source that is both adequate and stable. • Concerns expressed that there is a lack of civic awareness around who has jurisdictional responsibilities for addressing different issues related to homelessness. • Information requested about whether there was any sense of community-wide recommendations about how community leaders should be supporting the police department. • Consider efficacy of using more online surveys. • Concern expressed about lack of locations on the outreach schedule to gather information from people in wards 4 and 5.
