MINUTES – Eugene City Council July 18, 2018 Page 1 <br /> Work Session <br /> <br /> <br /> <br />M I N U T E S <br /> <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br /> <br />July 18, 2018 <br />12:00 p.m. <br /> <br />Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka (via phone), Jennifer Yeh, Mike Clark, Greg Evans, Chris Pyror <br />Councilors Present: Claire Syrett <br /> Mayor Vinis opened the July 18, 2018, Work Session of the Eugene City Council. <br />1. WORK SESSION: Community Justice System Update <br /> Assistant City Manager Kristie Hammitt, Project Manager Kevin Altucker, and Dr. Gary Manross from Strategic Research Institute provided a community justice update including an overview of the timeline, survey results, and request for Council input. Council Discussion <br />• Clarification requested about who made the survey calls and how the surveys are conducted. <br />• It would be helpful if the answers and information collected could be broken down by ward. <br />• Important to be able to use data to show how the city is addressing different neighborhood issues in different areas. <br />• Clarify if there is a different standard about what “safe” is in different parts of the community. <br />• Suggest having a conversation about a funding source that is both adequate and stable. <br />• Concerns expressed that there is a lack of civic awareness around who has jurisdictional responsibilities for addressing different issues related to homelessness. <br />• Information requested about whether there was any sense of community-wide recommendations about how community leaders should be supporting the police department. <br />• Consider efficacy of using more online surveys. <br />• Concern expressed about lack of locations on the outreach schedule to gather information from people in wards 4 and 5.
