September 12, 2018, Work Session – Item 1

After the Human Rights Commission approved the Marginalized Voices report in June 2017, members from the focus groups were invited to join a work group of the Human Rights Commission. The work group members selected the name Whole Eugene Community United and began meeting on a monthly basis. The first large project they accomplished together was planning the International Human Rights Day celebration in December 2017. Once the celebration was completed, the group began to spend their time assessing the recommendations put forth in the Marginalized Voices report with the intent of determining which recommendations were the most pertinent and accessible for the City of Eugene to achieve. Following several months of meetings, the WeCU team identified three priority items for consideration outlined in the attached memo that was approved by the Human Right Commission at its August 2018 retreat: 1. Hiring or assigning a full-time liaison to serve as bridge between City of Eugene and its marginalized communities 2. Develop and implement a public facing rapid response to hate crimes and other threatening acts against vulnerable communities 3. Establish a planning committee for a multi-cultural center Following a review of these recommendations, City staff have committed to considering the full-time liaison position as part of the proposed budget process, continuing work on developing a rapid response process to hate crimes and other threatening acts, and moving forward with establishing a City planning committee for a centrally-located multi-cultural center.
RELATED CITY POLICIES
• City of Eugene Human Rights Code Provisions, EC 4.613-4.655
• City Ordinance 20579, passed March 13,2017, Protections for Individuals
• Council Resolution No. 5013, passed July 26, 2010, A Resolution to Denounce Hate, Intolerance and Bias Activities in the City of Eugene
• Council Resolution No. 5073, passed November 13, 2012, A resolution in Support of a Statement of Principles for Immigrant Integration
• Council Resolution No 5154, passed May 23, 2016, A Resolution Declaring the City of Eugene’s Commitment in Protecting Refugees and Celebrating the Contributions of Refugees to their New Communities in the United States
• Council Resolution No. 5174, passed November 14, 2016, A Resolution Declaring the City of Eugene’s Commitment to Being a Welcoming, Inclusive and Safe Community for Everyone
COUNCIL OPTIONS The council may provide input and direction for staff for additional follow-up on the recommendations discussed.
CITY MANAGER’S RECOMMENDATION There is no City Manager recommendation at this time.
