3 <br /> <br />2. Recruit or assign a staff member who will serve as a full-time liaison between the City of Eugene <br />and people of color, Muslims, the LGBTQ population and other marginalized groups, and charge <br />this staff member with coordinating a campaign of public awareness building and advocacy for <br />those experiencing discrimination. <br /> <br />Benefits to City: Liaison <br />A liaison could assist the City of Eugene in fulfilling existing City policy goals, and simultaneously create <br />efficiencies in the delivery of City services to meet those goals. A liaison could help the City implement <br />the rest of the recommendations in the June 2017 Marginalized Voices report. A liaison could serve as a <br />point person between the City of Eugene and its marginalized communities. The liaison could <br />communicate with marginalized communities about efforts that the City is undertaking in any area, <br />where the City’s efforts might affect those communities, where those communities might be able to <br />assist, and/or could encourage and support those communities in getting directly involved in public <br />efforts. A liaison would be able to bring the voices of marginalized communities back to the City, and be <br />used to craft policies and programs that are more effective for the entire Eugene community. <br /> <br />3. Charge the Human Rights and Neighborhood Involvement Office with making the Rights <br />Assistance Program (RAP) much more visible and user friendly to marginalized communities, and <br />with reporting quarterly to these communities on the types of complaints received by RAP and <br />from which groups, along with their disposition. <br /> <br />Benefits to City: Make RAP More Visible and User Friendly <br />The RAP provides key services such as: assistance accessing services, events, and facilities in the City of <br />Eugene, providing referrals to appropriate resources, ensuring access to appeal and grievance processes, <br />and facilitating informal conflict resolution. Such services can help ensure that Eugene's marginalized <br />communities feel welcome and included in the city. Additionally, the grievance process and conflict <br />resolution aspects of the RAP can help relieve the burden on police resources, provide redress for non- <br />crime incidents of discrimination, and address instances of discrimination in which the aggrieved party <br />might not feel comfortable bringing their complaint to the police. Increased visibility and usability of the <br />RAP will further assist in these endeavors. Reporting back to the communities will allow them to keep <br />up-to-date on the program's effectiveness. <br /> <br />4. Make organizations that advocate for Eugene’s vulnerable communities more visible and their <br />activities more easily accessible by using the City’s website to describe and provide links to these <br />organizations, their leaders, their programs and resources, and their calendars of activities. <br /> <br /> <br />Benefits to City: Resources for Marginalized Communities on City Website <br />Many Eugene residents in marginalized communities do not feel welcome, included or safe in Eugene. <br />One way that the City of Eugene could assist in making people feel welcome is by providing information <br />on its website about local organizations that serve various communities. For example, there could be a <br />page on the City’s website that provides the names, contact information and a brief description of <br />organizations or regular events that serve the African American, Asian, Latinx, Native American/Alaska <br />Native, Pacific Islander, Muslim, Jewish, Trans, LGBQ, Immigrant, Disabled and/or Unhoused residents in <br />Eugene. The site could include links to each of these organizations’ websites, if they have any, and/or <br />September 12, 2018, Work Session - Item 1
