Mr. Carlson said the project was a three-party funding agreement but noted that virtually all of the <br />State portion was earmarked federal dollars and the County funding came as a grant to the City. <br />He said this put the City of Eugene in the position of covering extra costs. <br /> <br />In response to a question from Mayor Torrey regarding what would happen if Councilor PapS's <br />motion passed and whether there would be an opportunity to change the source of the funding, <br />Mr. Carlson said the council could choose to pay back the loan with another allowable source. <br /> <br />Mayor Torrey said staff was well aware of how upset he had been about the project but stressed <br />the importance of stepping up to the liability and dealing with the issue. <br /> <br />Councilor Kelly noted that ground rules required a motion to extend the meeting. <br /> <br /> Councilor Nathanson, seconded by Councilor Poling, moved to extend the <br /> meeting by 10 minutes. Roll call vote; the motion passed, 7:1, with Councilor <br /> Pap~ in opposition. <br /> <br /> Roll call vote; the amendment passed, 6:2, with Councilors Bettman and <br /> Nathanson voting in opposition. <br /> <br /> Councilor Kelly, seconded by Councilor Taylor, moved to amend the <br /> supplemental budget to remove $153,372 for Fire and EMS leave payoffs <br /> and roll that into general fund contingency for fiscal year 2004 with the <br /> understanding that Fire/EMS back fill would be tracked and allocated as <br /> needed over the course of the fiscal year. <br /> <br />Councilor Bettman raised concern over the funding coming out of council contingency. She <br />expressed a preference to see the money come from contract savings. She said she would vote <br />against the amendment. <br /> <br />City Manager Taylor said all of the expenditures covered by the funding would occur before the <br />end of the fiscal year. <br /> <br />In response to a question from Councilor Kelly regarding whether the same issue was faced by <br />every other city department, City Manager Taylor said that was true but noted that 24-hour <br />services had a larger benefit payout than other departments and had larger liability in retirements. <br /> <br /> Roll call vote; the amendment failed, 6:2, with Councilors Kelly and Taylor <br /> voting in favor. <br /> <br /> Councilor Bettman, seconded by Councilor Taylor, moved to pay the back fill <br /> for retirements for Fire and EMS from the $208,546 in fire contract savings <br /> and hold the contingency over until FY04. <br /> <br />Councilor Bettman said there was no knowing what needs there would be for the contingency <br />fund in the coming year. <br /> <br /> MINUTES Eugene City Council June 23, 2003 Page 12 <br /> Regular Meeting <br /> <br /> <br />
