Councilor Bettman, seconded by Councilor Taylor, moved a substitute amendment to restore full funding, ($14,000), to community arts grants from the Reserve for Revenue Shortfall. Councilor Bettman said community arts grants benefitted many different kinds of youth activities. She noted there was a big allocation to athletics and said the motion was an opportunity to allocate funding to other areas. She also said Community Television was located in a local high school and provided lots of benefits for people other than students. Councilor Taylor reiterated the comments of Councilor Bettman. Roll call vote; the substitute amendment failed, 5:3, with Councilors Meisner, Pap~, Nathanson, Poling, and Solomon voting in opposition. Roll call vote; the amendment vote resulted in a 4:4 tie, with councilors Poling, Taylor, Bettman, and Kelly voting in opposition, and councilors Nathanson, Meisner, Solomon, and Pap~ voting in support. Mayor Torrey cast a vote in favor of the amendment, and it passed on a final vote of 5:4. Councilor Taylor, moved to restore full funding to the Citizen Involvement Committee. The motion died for lack of a second. Councilor Taylor moved to supply funding to the Lane County cattery. The motion died for lack of a second. Roll call vote; the main motion passed, 6:2, with Councilors Taylor and Kelly voting in opposition. Councilor Pap~, seconded by Councilor Nathanson, moved to approve Resolution 4763 electing to receive State Revenue Sharing funds pursuant to Section 221.770 of Oregon Revised Statutes. Roll call vote; the motion passed unanimously. Councilor Pap~, seconded by Councilor Nathanson, moved to approve Resolution 4764 certifying that the City of Eugene provides the municipal services required by Oregon Revised Statutes Section 221.760. Roll call vote; the motion passed unanimously. V. PUBLIC HEARING AND ACTION: Resolution 4762 Adopting a Supplemental Budget; Making Appropriations for the City of Eugene for the fiscal year beginning July 1, 2002, and Ending June 30, 2003 Mayor Torrey opened the public hearing. Roxie Cuellar, Homebuilders Association, raised concern over the settlement on the Ferry Street Bridge. She said the settlement would come from Systems Development Charge, (SDC), funds and noted that there was nothing in the project goals that talked about adding capacity.
