inventory. He said that the questions about what industrial uses were, what those uses were now,
and what they should be in the future must be answered. He said that the community needed to
determine what it wanted to use its industrial lands supply for to avoid shortages in the future. He
did not want to lose land to inappropriate uses.
Mr. Kelly said that the studies that had been mentioned had done a very good job of gathering
data, but did not look at the redevelopment of land on a detailed level. The supply projections did
not address issues such as the changing nature of industries. He said that was the sort of
question that must be answered as part of any new project.

Ms. Bettman said that many of the issues mentioned by councilors, such as the redevelopment of
industrial land, would be addressed through a study supported by a Sustainability Economic
Development grant. She said that there were many things the City could do already, such as
limiting the conversion of land, cleaning up brownfield sites, consolidating sites, and making
existing land shovel-ready. She thought there many opportunities to take advantage of before the
City had to consider expanding the urban growth boundary. She pointed out that many of the
lands outside the urban growth boundary were not served, and it would create a burden on the
taxpayers to extend services to those lands.

Mr. Pap8 adjourned the meeting at 7:25 p.m.

Respectfully submitted,

Dennis Taylor
City Manager

(Recorded by Kimberly Young)

MINUTES--Eugene City Council July 14, 2003 Page 11
Work Session
