Whiletheimpactsoftheproposedchangeareclear,therationaleforthechangeisnotstated.Itwouldappear <br />thattheoverarchingCouncilgoalistofurthercompacturbandevelopment.Prohibitingtheconstructionof <br />secondarydwellingsonlargeflaglots,assumingotherdevelopmentcriteriacanbemet,seemstobe <br />inconsistentwiththeCouncil’sadoptedpoliciesrelatedtourbandevelopment. <br />2. Singlingoutlargeflaglotsisarbitraryandcapricious.Wecanfindnostatedrationaleforapplyingthis <br />regulatorychangetoflaglotsandnot,forexample,alllotsgreaterthan13,500squarefeet.Itisnotgoodpolicy <br />tocreateblanketpoliciestoaddressindividualissues.Ifthereisaspecificpropertyonwhichaneighborhood <br />leaderwishestoblockconstructionofasecondarydwelling,thatsituationcanbearguedbeforetheappropriate <br />authorities. <br />3.
