MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />June 27, 2018 <br />12:00 p.m. <br />Councilors Present: Alan Zelenka, Jennifer Yeh, Mike Clark, Claire Syrett, Chris Pyror <br />Councilors Absent: Emily Semple, Betty Taylor, Greg Evans <br />Mayor Vinis opened the June 27, 2018, Work Session of the Eugene City Council. <br />1. WORK SESSION: 2021 Update <br />Public Works Director Sarah Medary and 2021 Project Lead Stephanie Scafa gave an update <br />about how the City is preparing for the 2021 IAAF World Track and Field Championships. <br />Council Discussion <br />• Information requested about how many visitors are expected for the event. <br />• Questions asked about athlete housing and visitor accommodations. <br />• Support early efforts to engage neighborhoods. <br />• Support coordinating efforts regarding Airbnb and rental housing resources. <br />2. WORK SESSION: Envision Eugene Comprehensive Plan <br />Metro Community Planning Manager Terri Harding and Associate Planner Chelsea Hartman <br />provided background information about the comprehensive plan and the role of City Council <br />moving forward. <br />Council Discussion <br />• Information requested about how this plan will be integrated with other plans, such as the <br />Climate Action Plan and the Transportation System Plan. <br />• Questions asked about community plans that were part of Envision Eugene and how they <br />get integrated into the comprehensive plan. <br />• Clarification requested what happens if there are inconsistencies between a refinement <br />plan and the comprehensive plan. <br />• Regarding refinement plans, important to also consider how out-of-date they might be or if <br />they are still valid or applicable to current conditions. <br />• Clarification requested about the differences between special area zones and refinement <br />plans. <br />• Concerns expressed about the multiple simultaneous public involvement processes and <br />whether that will be confusing to constituents.
