MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />July 9, 2018 <br />7:30 p.m. <br />Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg <br />Evans, Claire Syrett, Chris Pyror <br />Mayor Vinis opened the July 9, 2018, meeting of the Eugene City Council. <br />1. PLEDGE OF ALLEGIANCE TO THE FLAG AND READING OF THE DECLARATION OF <br />INDEPENDENCE <br />Sister City Committee Presidents Candace Shorack, Harvey Blustain, Galina Groza, and Janell <br />Saavedra led the Pledge of Allegiance to the Flag and read the Declaration of Independence in <br />honor of Independence Day. <br />2. PUBLIC FORUM <br />1. John Brown - shared concern that leaf blowers blow garbage into the streets and contaminate river. <br />2. Raging Grannies - sang a song encouraging Council not to allow new natural gas pipeline. <br />3. David Piccioni - expressed support for Councilor Taylor's motion regarding elected auditor. <br />4. Laura Ohanian -encouraged Council to put elected auditor measure on the November ballot. <br />5. Eugene Drix - acknowledged the passing of Mr. Charlie Henry. <br />6. Mark Cosby - spoke about lawsuits against the City of Eugene. <br />7. David Monk - expressed support for Councilor Taylor's motion regarding elected auditor. <br />8. Judy Morse - shared concerns about congregation of young people at downtown bus station. <br />9. Jim Neu - talked about restricting new fossil fuel infrastructure in order to meet CRO goals. <br />10. Lucy Lynch - expressed support for Councilor Taylor's motion regarding elected auditor. <br />11. Adam Fishman - expressed support for Councilor Taylor's motion regarding elected auditor. <br />12. Linda Heyl - asked Council to regulate natural gas in Eugene. <br />13. Robin Bloomgarden - expressed support for Councilor Taylor's motion regarding elected auditor. <br />14. Eric Jackson - talked about getting a no trespass ticket downtown. <br />15. Lisa Reyes - shared experience about getting RV towed by the City. <br />16. Bill Armstrong - talked about criminal behavior in his neighborhood and lack of police response. <br />17. Kimberly Gladen - expressed concerns for safety and hygiene issues in downtown. <br />18. Robert Blake - expressed support for smoking ban opt -in on behalf of Peacehealth. <br />19. Bob Cassidy - expressed support for Councilor Taylor's motion regarding elected auditor. <br />20.
