Council Discussion <br />• The extended the tailgating hours will help give Eugene more of a destination event <br />atmosphere and create economic development opportunities. <br />• Thankful to residents for sharing their input and experiences as well as University of <br />Oregon Community Relations Director Matt Roberts for taking the time to speak with <br />residents. <br />• The three main concerns about the proposed ordinance are parking problems, the game re- <br />entry policy, and underage drinking. <br />MOTION TO AMEND: Councilor Yeh, seconded by Councilor Evans, moved to amend <br />Council Bill 5191 to add a new Section 3 that states: "Section 1 of this ordinance shall <br />sunset and be repealed, effective July 1, 2019, unless extended or made permanent by <br />future Council action. If the University of Oregon ("UO") intends to request that Council <br />extend or make permanent this ordinance, the UO must submit to Council by April 1, <br />2019, the following: 1) Information regarding tailgating traffic, and alcohol-related <br />arrests, during the 2018 football season; 2) a coordinated neighborhood parking plan <br />between the UO and the City to ensure emergency vehicle access and mitigation of <br />negative impacts to affected areas; 3) an Autzen Stadium entry and re-entry policy; and <br />4) an under -age drinking enforcement policy and plan for tailgating before, during and <br />after the UO football games." <br />Council Discussion <br />• The amendment allows the UO to add the two additional tailgating hours for the upcoming <br />season and also allows them to address issues related to neighborhood impacts. <br />• Consider making the motion more specific in regards to entry re-entry policy - adding "that <br />addresses the issue of over consumption of alcohol by spectators." <br />• This is a constructive amendment that supports the University and addresses neighborhood <br />concerns. <br />• Make the motion more specific in regards to the information collected - adding "in <br />comparison to previous years" to Section 1. <br />MOTION TO AMEND WITH FRIENDLY AMENDMENTS: Councilor Yeh, seconded by <br />Councilor Evans, moved to amend Council Bill 5191 to add a new Section 3 that states: <br />"Section 1 of this ordinance shall sunset and be repealed, effective July 1, 2019, unless <br />extended or made permanent by future Council action.
