MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8�h Avenue <br />Eugene, Oregon 97401 <br />September 10, 2018 <br />5:30 p.m. <br />Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark, Claire <br />Syrett, Greg Evans, Chris Pyror <br />Mayor Vinis opened the September 10, 2018, Work Session of the Eugene City Council. <br />1. Committee Reports and Items of Interest <br />Council Discussion <br />• In light of recent Boise, Idaho court case related to sleeping on the streets, Eugene should <br />designate a place where people can legally lie down to sleep. <br />• Concerns expressed about predatory towing; interest in banning Styrofoam and general <br />recycling concerns. <br />• Suggestion made to look at laws regulating short term rentals and nuisance issues <br />specifically related to dry grass. <br />• Appreciation expressed to City Manager for issuing an administrative order that prohibits <br />city employees from collecting data related to immigration status. <br />• League of Oregon Cities is meeting in Eugene from September 26-29 and the theme is <br />focused on homelessness and affordable housing. <br />• City Manager will return to Council with policy options related to contract with Northwest <br />Natural Gas, including input from Sustainability Commission. <br />WORK SESSION: Transportation System Plan Update <br />Transportation Planning Manager Rob Inerfeld gave a presentation about the Transportation <br />System Plan Strategy, including background and next steps. <br />Council Discussion <br />• Would like to coordinate TSP planning with SDC methodology in order to, on a long-term <br />basis, coordinate a wish list with what it will cost. <br />• Request made for more detail about the Urbanism Next study and what it will cover. <br />• Based on the current TSP plan, the City can get to a 40 percent reduction by 2035, though <br />the goal is to get to 50 percent reduction by 2030. Concern expressed about not presenting <br />a plan that would show how to meet that goal. <br />• Questions asked about how staff selected the list in terms of priorities, and if it was based <br />on Council priorities. <br />• Support needed for some of these things in Salem; ensure that the City is coordinating its <br />message and working with Ethan Nelson and IGR. <br />• Questions asked about the Franklin corridor design and timeline. <br />• The Land Conservation Development Commission is expected to amend some rules and <br />potentially require new performance measures.
