Councilor Taylor moved to amend the motion to change the southern <br /> boundary of the vertical housing zone to 11th Avenue and the western <br /> boundary to Charnelton Street. The motion died for lack of a second. <br /> <br />Councilor Bettman registered her opposition to the main motion, and reiterated her concerns. <br /> <br /> Roll call vote; the main motion passed, 6:2; councilors Taylor and Bettman <br /> voting in opposition. <br /> <br />7. ACTION: Resolution 4767 Adopting Amended Systems Development Charge <br /> Methodology for Local Wastewater System and Amending Resolution Nos. 4740 and <br /> 4748 <br /> <br /> Council President Pap~ moved, seconded by Councilor Nathanson, to adopt <br /> Resolution 4767 adopting amended Systems Development Charge <br /> methodology for local wastewater system and amending Resolution Nos. <br /> 4740 and 4748. <br /> <br />City Manager Taylor requested permission for Fred McVey, Engineering Data Services Manager <br />for Public Works Engineering, to come forward to speak to the motion. <br /> <br />Mayor Torrey welcomed Mr. McVey to the podium. <br /> <br />Mr. McVey stated that the first item introduced was one of four potential changes to SDCs. He <br />noted that the department was bringing four change items and five resolutions before the City <br />Council. He listed the changes, as follows: <br /> · Regarding the local wastewater SDC: A change in the rate table, no change in the rate <br /> itself, adding additional development types to the rate table and the SDC methodology, <br /> contained in Resolution 4767. <br /> · Regarding Resolution 4768: Modifications to the stormwater SDC would be adopted <br /> as per the recommendations that had come out of a department advisory committee that <br /> had conducted a comprehensive review, with substantial changes to the methodology <br /> and to the residential rate structure, the net effect of which would be an 18-percent <br /> reduction in the current stormwater SDC rate. <br /> · Regarding Resolution 4769: Incorporating a geographic adjustment into the <br /> transportation SDC which would result in a 20-percent reduction in the street-related <br /> component of the transportation SDC in the central area of the City and a four percent <br /> increase in areas outside the central area. <br /> · Regarding the rate adjustment to the parks SDC: Pursuant to the direction of the <br /> council at the April 28 action item that considered a single resolution to address all of <br /> these items, staff had returned with two resolutions, an option for a lower parks SDC <br /> <br />MINUTES--Eugene City Council July 28, 2003 Page 15 <br /> Regular Meeting <br /> <br /> <br />
