Mr. Pap~ commended City management staff on its swift reaction to the recent allegations of
misconduct by two police officers.

Ms. Taylor asked what was being done to mitigate conditions at the areas around Amazon Pool
that had been damaged by parking.

Ms. Taylor agreed that the purchase of Green Island was wonderful and suggested that
acquisition of other smaller parcels containing natural resource values was also important.

Ms. Taylor called the council's attention to articles published in the August 10 edition of The
Register-Guard regarding the use of tax breaks in Lane County and throughout the state. She
encouraged the council to listen to the experts cited in the article.

Ms. Bettman appreciated the letter from the General Services Administration (GSA) regarding an
upcoming meeting on August 26 about accessibility issues at the new federal courthouse. She
noted that she had requested the manager to develop a motion so the council could go on record
supporting enhanced accessibility at the courthouse.

Ms. Bettman, seconded by Mr. Kelly, moved to direct the City Manager to
bring back to the council on Wednesday a letter from the council requesting
that the federal government include a ramp in the front of the new federal
courthouse. The letter should contain information similar to the letter on
page 152 of the council packet.

Mr. Kelly favored sending the letter.

Mr. Meisner noted the action taken by the Council Committee on Intergovernmental Relations
related to the ramp issue and reported that the GSA was scheduling a meeting later in the month
for discussion of the issue. He encouraged any interested councilors to attend.

Mr. Pap~ asked if it was true that the proposed ramp would be 210 feet long. Mayor Torrey
indicated he was told that the ramp could be as long as 300 feet. Mr. Kelly informed Mr. Pap~ that
it was not an uncommon thing for access ramps to total that in length but they did not consume
that much area.

The motion passed, 6:1; Mr. Pap~ voted no.

Mayor Torrey asked what happened to the trees planted by the City in the natural area near Gilbert
School that had died while other trees continued to live.

Ms. Solomon arrived. Councilors congratulated her on the recent birth of her son Matthew.

B.WORK SESSION: Police Commission Annual Report and Work Plan

The council was joined by the Police Commission for their annual joint meeting. John Brown,
Carla Newbre, Maurice Denner, Dr. Munir Katul, Tim Laue, and Andrea Ortiz of the Police
Commission were present. Acting Police Chief Thad Buchanan and Police Commission staff
Jeannine Parisi were also present.

MINUTES-Eugene City Council August 11, 2003 Page 2
Work Session
