<br /> 1971; Adopting a Severability Clause; and Providing an Effective Date; or
<br /> Ordinance B: An Ordinance Concerning Remanded Needed Housing Provisions;
<br /> Amending Sections 9.6220, 9.6505, 9.6510, 9.6710, 9.6805, 9.6815, 9.6820, 9.6835,

<br />City Attorney Klein reminded the council to vote on either Ordinance A or Ordinance B.

<br />City Manager Taylor stated that staff and the Planning Commission recommended Ordinance B.
<br /> Council President Pap~ moved, seconded by Councilor Nathanson, that the
<br /> City Council adopt Ordinance B, an ordinance concerning remanded needed
<br /> housing provisions; amending sections 9.6220, 9.6505, 9.6510, 9.6710,
<br /> 9.6805, 9.6815, 9.6820, 9.6835, 9.8030, 9.8100, 9.8220, 9.8325, 9.8445, and
<br /> 9.8520 of the Eugene Code, 1971; adopting a severability clause; and
<br /> providing an effective date, with the deletion of changes to renumbered EC
<br /> 9.6815(2)(d).

<br />Mayor Torrey opened the floor for council comments.
<br />
<br />Councilor Bettman recapped the remand process. She felt that the Lane County Homebuilders
<br />Association wanted language that would be clear and objective and simultaneously flexible. She
<br />asserted that the council would be eliminating provisions that supported traffic calming devices
<br />and the preservation of natural resources by supporting the ordinance. She opposed the
<br />ordinance.
