1 <br /> <br />Lane County <br />Strategic Investments in Homeless Services <br /> FY 2018-2019 <br />Lane County makes strategic investments in housing and homelessness prevention resources to <br />achieve our Strategic Plan goal of a Safe, Healthy County. Human Services Commission (HSC) <br />investments in housing and human services total over $10.5 million dollars in FY2018-2019. The <br />Human Services Commission is a multi-jurisdictional funding pool that includes Lane County, <br />the City of Eugene, and the City of Springfield. <br /> <br />Continuum of Care (CoC) <br />Lane County is the Collaborative Applicant for the Continuum of Care (CoC) grant and program <br />from the Department of Housing and Urban Development (HUD). Lane County annually <br />submits a competitive grant application to HUD for upwards of $3.5 million. CoC programs <br />include permanent supportive housing, rapid rehousing, and transitional housing projects that <br />serve individuals, families, and youth experiencing homelessness. In 2017, of the 53,000+ people <br />served by agencies that track projects in ServicePoint (Lane County’s Homeless Management <br />Information System database), over 15,000 of them experienced homelessness for at least one <br />night. <br />Frequent User System Engagement (FUSE) <br />Lane County’s Frequent User System Engagement (FUSE) is a community-oriented program <br />that strives to break the cycle of homelessness and crisis. FUSE works with people experiencing <br />homelessness who frequently use resources such as emergency rooms, jails, and courts, with the <br />goal to connect people to housing and a wide variety of support services. In its pilot year, FUSE <br />supported 10 formerly homeless individuals to become housed. This resulted in an average <br />reduction in crisis service system costs of 50%. FUSE was recently awarded a $400,000/year <br />grant from the Substance Abuse and Mental Health Services Administration (SAMHSA) to <br />enhance street outreach services for individuals experiencing homelessness and connect them <br />with substance use and mental health services. <br />ATTACHMENT A <br />October 10, 2018, Joint City-County Work Session – Item 1
