<br /> October 8, 2018, Work Session – Item 2 <br /> <br />significant oversight and impact on community-wide fossil fuel use and ghgs emissions or the ability to effect systems that will enable the community to adapt to future conditions. Staff began meeting with LLS partner organizations early in 2018, with the first meetings held over the summer to learn about proposed and near term actions within the primary topic areas of: 1. Buildings and Energy; 2. Vehicles and Fuels; 3. Organization and Household Purchasing, Use, and Recovery; 4. Land Use and Transportation Planning; 5. Urban Natural Resources and Emergency Preparedness; and 6. Community Health and Social Services. The second round of LLS meetings is planned for mid-November, where the LLS will be presented with the initial ghg emissions analysis of the proposed actions provided within the first round of meetings. The intent is to set a baseline level of ghg emission reductions based on currently planned investments across the community. <br />2. CAP2.0 Equity Panel Included within the CAP2.0 Project Plan, the April City Council Work Session update, and the September 12 council CRO update email, the development of the CAP2.0 Equity Panel has progressed steadily, with the City naming the six organizations that will participate on the Eugene’s Community Climate Action Plan 2.0 Equity Panel in September. The organizations are: Sapsik’ʷałá, Huerto de la Familia, Eugene Springfield NAACP, Lane Independent Living Association, Food for Lane County, and National Alliance on Mental Illness Lane County. The goal of the Panel is to elevate the concerns of marginalized communities as they relate to the CAP 2.0. Staff will also be working with Equity Panel members to share information about the CAP2.0 with their organizations. <br />3. Communications and Outreach Continuing the city’s strong work of communications efforts across the community, the CAP2.0 project’s communications contractor is Drawn, a local marketing and communications firm. Drawn has worked with many private clients within the community and with the city to develop projects such as Love Food Not Waste, the rebranding of the Recreation Division, and the FireMed program. Drawn is researching and developing a long-term communications strategy to build alignment across community partners in support of the CRO goals. Drawn has conducted targeted community outreach to better understand what motivates Eugeneans to activate on challenging issues like climate change. Additionally, a Drawn principal joined the Sustainability Analyst in individual meetings with most LLS partners to understand how they communicate with their customers, major priorities for the LLS, and effective means to align with the CRO work. In the short-term, Drawn is developing communications and outreach assets to communicate with the public about the CAP2.0 project. There are two rounds of outreach planned, the first is designed to inform the public with the second designed to gain input from the public. The first round of open houses, information releases, and educational outreach will begin in early November. The second round is scheduled for late winter 2019 after the second round of LLS
