Councilor Bettman congratulated Mr. Liebling for catching the perpetrator of the crime committed against
him. She also recommended that Mr. Liebling consider applying to the EPD, adding that the Police
Commission was currently looking for new members as well. She said, regarding the issues brought up by
Ms. Ging and Mr. Liebling, that there was a formal complaint process for the EPD. She encouraged Mr.
Liebling to come and speak at the Police Commission meeting scheduled for September 11.

Councilor Taylor regretted that the council could not solve all of the problems that were presented by
members of the public. She noted that her car had been broken into at recreational spots and she had found
it infuriating.

Councilor Taylor felt that the cattery was an issue that the council could resolve. She called it a matter of
being humane, a matter of decency, and a part of a civilized society to take care of animals as well as
people who are helpless. She hoped that City officials could meet with County officials and work toward a
resolution.

3. CONSENT CALENDAR

A.
